Daily Retry Runner

Processes all PENDING_RETRY datamart jobs. For each job it attempts to re-deliver the payload to the datamart target. Jobs that still fail are marked PERMANENTLY_FAILED.

Failure Notification Runner

Collects all PERMANENTLY_FAILED datamart jobs from the current reporting window (since last Bangkok 01:00) and sends a failure report email with a password-protected CSV attachment.
